Review of Disability Services’ Evaluation Process - Report Background
Disability Services implemented its current evaluation process in mid-2002. A central element of the process is a focus upon client-outcomes as a measure of service quality. Thirty-one funded services have been evaluated using this process, including four government and twenty-seven non-government services. In addition, six other services (one government and five non-government) have been evaluated using elements of the process. In late 2004, the Centre for Developmental Disability Studies (CDDS) was contracted to undertake an external review of Disability Services’ evaluation process. The review was instigated in response to a commitment made by the Sector Reform Reference Group and the Minister of the day in mid-2001. These parties endorsed a report outlining the key elements of Disability Services’ new evaluation process, as well as a recommendation to review this process. The review was also deemed necessary to respond to issues raised by the disability sector and by Disability Services’ Evaluation Unit. CDDS commenced the review in December 2004. At this time, a decision was made to place new evaluations on hold pending the outcome of the review, however, work continued on evaluations and service development negotiations that were already underway.
