Improving the way in which services are delivered to at risk, vulnerable children and people with disabilities is a priority for the Tasmanian government. Frameworks to inform service delivery by child protection, family services, out of home care and disability services provide a basis for reform that is generational in nature and will result in improved outcomes for children, families and people with disabilities across all domains. 
During 2007 and early 2008, KPMG were commissioned to undertake comprehensive reviews of the Tasmanian Child Protection, Family Services, Out of Home Care and Disability Services.
The review process highlighted a requirement for significant and sustained reform across all sectors, in order to support high quality services and effective outcomes for children, families and people with disabilities.
Findings from the review process found that traditional models still dominate, there is inequity in access to services, inconsistent assessment, prioritisation and support with clients are having difficulty accessing services with crisis driven responses.
The Reform Implementation Unit will now be responsible for the management and implementation of the reform in collaboration with community sector organisations.
The implementation of the reform will provide:-
- Easier access points of entry to government and non government services;
- Less structural boundaries and gate-keeping;
- Decision making will be at the right level involving the right people at the right time;
- More tailored packages of services to individual needs;
- More integration and co-ordination between services;
- Fewer layers to services and decision making processes; and
- More capacity to pool funding and combine effort.
The reform will result in better outcomes for families, children, young people and people with disabilities across all domains.
