Disability Services Ethics Committee

The Disability Services Ethics Committee (DSEC) is an independent review body, which monitors programs and services to people with a disability.

DSEC reports directly to the Minister for Health and Human Services.

Who can access the DSEC?

Any individual or group with a concern about ethical issues relating to the provision of services to people with a disability can approach DSEC, such as:

  • people with a disability
  • families, carers, and advocates
  • services, service staff, and volunteers
  • medical practitioners and other professionals
  • the general public
  • government bodies.

Reasons for contacting DSEC

A variety of ethical issues can be referred to DSEC, such as:

  • the use of aversive, restrictive and intrusive treatment practices as part of a funded program
  • issues relating to the treatment and care of people with a disability
  • concerns regarding programs and services.

DSEC can be asked to provide initial advice, or to undertake ongoing investigation and monitoring. DSEC also provides guidance on a range of ethical issues, and recently published Guidelines for Assessing the Use of Additional/ Alternative Vehicle Passenger Restraints.
