The Disability Operational Framework was launched by Lin Thorp, MLC Minister for Human Services on 6 February 2009. The Framework will assist with reshaping the future of Disability Service provision in Tasmania.
The Reforms we are implementing will place a greater focus on the individual requiring services, will strengthen individuals informal support networks and families, as well as provide easier access to services for people with disabilities. The future of Disability Services in Tasmania will see a shift towards greater inclusion for people with disabilities by working in partnerships and enabling participation in their local communities. You will also see planning and allocation of resources to people with disabilities based on area, population and demand of the local community.
In addition to the framework, there has been an Integrated Implementation Plan developed, which clearly outlines a way forward for disability service provision in Tasmania. The next phase is the development of a new Gateway Service model, which will provide a single, visible, and easier access point to access services for people with disabilities on a regional, local basis. There will be a focus on a more integrated and coordinated service system, and the strengthening of referral pathways. The Gateway Service will provide information and advice, intake, referral and demand management. There will be one of these Gateway Services located in each of the four regions of the state including the North, North West, South and South West.
The second key activity occurring at the moment is the planning for Area Advisory Groups, which will be located in each of the four regions across the State. The Area Advisory Groups will mean that people with disabilities, their families, and informal networks have input into the coordination and planning of services they receive within their local area. The Area Advisory Groups will have membership of advocacy services, and Community Sector Organisations, and will provide leadership and oversight to Disability Services on a regional level. The group will be responsible for identifying service gaps, monitoring agency capacity, and identifying issues impacting on regional service delivery.
