Capacity Building – Community Inclusion and Capacity Development Request for Grant Proposal - Now Closed

The objective of the Commonwealth Community Inclusion and Capacity Development (CICD) program is to support projects aligned to the ILC Policy and ILC Commissioning Framework that will build readiness of organisations and the community to operate within a nationally consistent approach to ILC under the National Disability Insurance Scheme (NDIS).

The ILC commissioning  process is an open competitive process and providers in Tasmania will be required to apply to continue to provide specialist ILC-type disability services.

ILC is expected to commence in Tasmania from 1 July 2019. It is anticipated that commissioning for the ILC will commence in September 2018.

The purpose of the Tasmanian ILC - CICD Outcomes Framework project is to assist providers considering commissioning for ILC within Tasmania to understand outcomes frameworks and how they relate to the ILC.

This will be done by contracting a consultant/organisation to:

  • Deliver a series of workshops for providers wanting to align themselves with ILC.  The aim of the workshops is to support providers who are considering/intend to commission for ILC activities in the future by providing:
    • information on the ILC Outcomes Framework in practice
    • opportunity for attendees to further discuss ILC activities in a format where they can test the Outcomes Framework approach as part of their business
  • Work with existing DHHS funded ILC-type providers on their readiness for ILC Commissioning in Tasmania, including identifying areas for development in order to align their business to the ILC Outcomes Framework, and potential tools to test activities against the Framework
  • Re-engage with the existing ILC type providers to undertake further analysis on their preparedness for ILC Commissioning following a separate grants process being run by DHHS - Disability and Community Services (DCS)
  • Conduct an analysis of the success of work undertaken through this CICD funded project, including a report on the preparedness of providers to commission for ILC in Tasmania.
